I would think so but I really don'tknow how they administer it. Maybe the dog must deficate in front of the person that collects it.
At my age a Life In Prison sentence is not much of a deterrent.

That would be a great city wide, ordinance and add cats to that list. Upon first offense animals should be RFID .

In the country, neighbors should shoot, shovel and shut up.

I agree that would be a great idea for a local ordinance for saftey and sanitation.

I have honestly never thought of that for a way to curb dog poop issues. We have a lot of complaints about dog poop in my city, and unless there is evidence (like video tape) pretty much nothing can be done.

I would also add horse poop, in a city where people often ride horses in public that is another issue.

I think that HOA made a great discovery. I will say, HOAs do a lot of great work in producing community standards. They are often ahead of the curve even on cities.

I'm glad my bladder is one of my parts that is still working well.

I quit around age 50 for no particular reason other than it just didn't taste good anymore. Loved beer after doing hard labor all day. Often it was medicine, but never wanted to be drunk in public, or drunk at all really. "I liked the journey but not the destination"

You have to be nuts to want to live in a HOA. When you do you are saying,

Federal laws are not enough
State laws are not enough
County laws are not enough
and Local laws are not enough
So I will pay somebody money to tell me how to keep my property and live my life.

The people who run them are the rats who wrote the names of who was "bad" on the chalkboard for the teacher while she was out.

Now you are getting in to transportation. If peoples horses are free ranging the neighborhood, ok have a talk with the owner about horse litter. I see that in several city's the police ride horses, you don't see them getting off their mounts with a magnum sized scoop and shoveling processed grass into the storm drain. Or do you?

Horse poop out in the road will get ran over a couple times and after a rain or two, it will disappear on it's own. Horses don't have to dig up prize roses and chase other pets just to relieve themselves. Nor do you see a horse raising it's leg to pee all over, marking it's territory.
