Any US President not willing to commit ground troops if necessary, shouldn't even start down this path when it comes to any significant power.
I'd include even many small countries when they're backed by larger adversaries.

Ukraine has been bombed way more than Iran, and they're still able to hold on. And Russia has committed ground troops.
