I haven't followed the issue enough to know the answer.

my 2 cents:

Biden knows if you listen to the military top brass, they never want to leave these places ... they got all those soldiers killed and they can't stand the idea of saying it was for nothing. So he determined he was not going to listen to them. Once you agree to some reason to delay, like not leaving when it is peak time for fighting, these guys just keep coming up with another one. You never leave, he figured, it just goes on forever.

Unfortunately, he couldn't see that you have to listen to them on some things. Otherwise you might decide some really dumb stuff like not pulling everybody else out before you pull out the troops, to name one.

Also his advisors generally failed him, not just the military ones

Perhaps I compare too much to gambling, but the term "throwing good money after bad" comes to mind.

Someone has gone down a deep hole in capital, and they keep at throwing even more to make up for their losses, instead of realizing they need to stop.

That's kinda what I hear in, 'well we've sacrificed so much already in lives, we need to keep investing more to the cause" instead of let's not keep digging into the same hole.

Also everyone compares Afghan to other occupations. Being in Germany in a non-hostile territory is not the same as occupying Afghanistan.
