Is this that ‘has to be a crime’ defense? Another example. President has the authority to declassify. The result is, it’s not a crime for him to talk about secrets. Releasing anything top secret which can get another person a life sentence, the president can disclose. If a President thought it would be great for the good of humanity to expose all those secrets we couldn’t impeach him because it wouldn’t be a crime.
