It has occurred to me that people are generally kind of dumb when it comes to germs and probably there are a lot of instances going on right now of playing it real smart then all of a sudden doing something stupid

I'm reminded of a brother who was in Guadalajara Mexico as a student eons ago and of course they knew to avoid drinking water from the tap. But one guy got clobbered with travelers' diarrhea* anyway. It was finally determined he was as careful as anybody or even more, except for one thing: he had been buying those shaved ice treats that street vendors sell ~ just clueless about how the ice would be contaminated too

*of course they called it Montezuma's Revenge

Should congresspersons be allowed to trade their stock portfolios on insider information during pandemics or other events that cause mass changes in the market, while assuring the public that the opposite is true?

The answer is no but I am not sure exactly how you get there. These are successful (for the most part) people who may have substantial net worth and even more successful spouses. They should not be allowed to "get ahead" on investments because they are in the House or Senate. I don't think they did anything that broke existing rules based on what has been said today, but the look is horrible.

Would a blind trust policy work? How do you restrict their family?

I think it is legal for congress to insider trade, even after the stock act of 12?

There is no way to put a stop to congress that has info we don't, partly because they are the ones on the committees and know which way laws will swing before they are voted on. Ok, so we have to accept that. But at least they shouldn't be giving speech's to the contrary while they and their friends are bailing. That is just low down and dirty.

I've noticed there are people who correctly bail on stocks at the right time but the same person typically doesn't buy back in at the right time

as to the ones who do it perfectly for the most part we never seem to hear about them except some try to make money being gurus, but that;s literally a handful ... of course if it is truly a matter of inside information that's a big scandal but I doubt it
