I don't "blame" anyone for the shutdown. It was something that needed to happen. It was something that may have been overdone in some cases and underdone in others. There have been mistakes at all levels and by both parties; that usually happens in a time of crisis. It is clear that no government--state, local, or federal--was prepared for this infection.

I do blame the Chinese Communist government (not the individual Chinese) for their complete failure to respond properly as they learned about the virus early on. It is clear that they alone could have done more than anyone else to stop the flow of the virus across the world and to help the world more quickly understand the scope of the infection.

I disagree. Especially regarding the federal govt. The feds should have been prepared. They had months of warnings as the virus slowly spread. This is exactly why we have a federal govt for these types of situations. The Feds are supposed to prepare for these types of situations.
