No, they don't. Poll numbers measure popularity. As Ron mentioned, from a measurable standpoint it is different:

1. Of all modern time unemployment, Obama presided during over half of all months > 7%
2. Obama is the only modern POTUS not to preside over 1 full year of > 3% GDP growth
3. He had a bad but improving Iraq which he left and allowed ISIS to rise.
4. Afghanistan drags on, no improvement. Still there despite a promise to GTHO.
5. He has made a hash of Libya and Syria, huge drone war in the latter.
6. Obamacare, his signature "achievement" is a near total disaster.
7. His party has collapsed at all levels.
8. His State Department had a major security breach scandal, which he enabled and defended.

This is what historians will look at, they will not look at his Gallup numbers.

Bush broke the economy on his way out the door. Can't blame Obama for inheriting a mess. And what constitutes "all modern time unemployment" and why are you choosing to use that metric?

Unemployment is currently at 4.6%. What was it when GWB left office? Feel free to mention the labor force participation rate like righties always do - just know that you will have to continue to mention it once you start bragging about the unemployment rate under President Trump.
