If you happen to find yourself in the middle of a surge area then great, you lucked in. Just drive at known high demand times like weekends. As you say, you need to anticipate the surge, have to know the market. A VFW Poker regular she Ubers and when the big college game was happening she planned and had a big day. I tried DoorDash and found the surge area but it was not near as good for me. Another guy I know did well. But I have another driving hustle I backed into making me enough extra coin to be a layoff buffer.

I have never heard of that in my life..

I do remember flying through the mountains of Dominican Republic with a local driver on a narrow road dodging chickens and donkeys in a rented van and my aunt joking about taking out the entire family in an instant. But I have never heard of a married couple who won't drive together.

ALL those limousines are made in Chop Shop type places with no testing and few standards.
Seatbelts and exits are often difficult to access and often insufficient.

These superlong limousines have side seats and rear facing seats that usually block access to doors.

If you need to rent a limousine... rent two small ones rather than one large one.

It seems every new hurricane coming ashore is labeled, "the worst in xxx years" then demoted to a 3 or 2. I've already seen the phrase, "the worst" used with this one. Takes the meaning out of worst, and hurricane both. "crying hurricane" to much will lure people into not preparing or evacuating.
