The operative words are "can" and "may"
It's also feasible that can't and may not apply
Yea if you have say 30 years in, may get it
But
Those laid off are usually last to join the company
With only a few years seniority will probably amount to a few weeks or a month of pay.
Companys are loath to lay off somebody deserving 2 years of pay. The point of layoffs is to save money
