Of course it was his plan! Have you never done a deal in your life? You want to get it done in 3 days but unexpected paperwork comes along and so you move your deadline up to a week or 10 days. You put a whole bunch of tariffs on countries and overnight you got 75 different countries that want to talk to you about making a deal. You have to pause it while the deals are made. Of course it was planned, only an inexperienced 12-year-old or a Libby would think it wasn't.

Who cares if it was planned, that is not the issue.

Fact is he is getting countries to negotiate serious. And hopefully it reduces what we buy from China. However understanding this appears several steps above your pay grade.
