Because you love lawfare. Seriously, did his creditor bring the case? Nope. Thus no crime was committed. Now I realize you are not bright enough to realize that when his loan was underwritten the bank was satisfied with the value. But they were.

So no crime other than by the prosecution.

Assessed value and value as collateral are two different things. But to show how stupid you actually are if he did overvalue it for a loan then the tax would be HIGHER. And the case was not about tax it was about loan value.
