ICE has grabbed people even with minor offense on their record. They have grabbed people who already adjudicated an offense from years ago.

I don't see how you can doubt people with green cards might be afraid. Heck someone being snatched up unexpectedly for an undetermined amount of time could play major havoc on the rest of the family, if there is one depending on that person.
