On 2/24/2020, Pelosi was in the Streets of SF's Chinatown imploring people to come to China Town
"We are here, come to China Town and join us" evidently in late February it was safe to gather in public per Nancy/The Dems
For God's sake, Whitmer and Cuomo were sending infected people back into nursing homes in March & April
