It is not a matter of "who am I to say" it is a matter of the places both being able to handle it an their corporate structure. For example, PA again, you have townships, boros, and cities. (There are a couple oddball "villages" but they do not matter here.) Boros can do some things townships cannot do and cities can do some things boros cannot do. I am talking legality things. Harrisburg knows too many different standards and codes is bad for the state but also knows there are things that the bigger cities need to be able to do. It is simple logistics.
It would not be a "school" as it has no administrative structure and would not be a going concern. If you call it a "school" you add all kinds of requirements. I think the logistics are irrelevant. State supersedes county, supersedes city, supersedes lesser jurisdiction. That's simple enough for me. If some lesser jurisdiction just goes absolutely nuts on economic policy, then they will quickly serve as an object lesson, to other lesser jurisdictions, why instituting a jurisdctional minimum wage of $100/hour is a very, very, bad idea. The willingness to let lesser jurisdictions have guidelines and laws over and above those of the state, where such is not prohibited by state Constitution, is a simple matter of Libertarian principle. Principles do not care about end results. You either accept something as a fundamental principle, or you don't. Furthermore, that doesn't say that the state can't set a minimum wage, but then, set a sort of, "Maximum-Minimum," that would apply to lesser jurisdictions such that lesser jurisdictions can legislate any number they want to between x and y. Even then, individual companies would not be foreclosed from having starting wages even higher than that, if they chose to do so. With that, a state can say, "Our state minimum wage is $10/hour. Our counties, cities and other jurisdictions may set their own, but if they do, they may not set it at an amount greater than $20/hour." And, if those jurisdictions did, they would quickly serve as object lessons as to why immediately jumping to $20/hour is a terrible idea. The result might be the total economic collapse of some small city, but not the end of the world. It's fine. Principles should not strictly be concerned with end results. Something is either a principle, or it is not. I mean, when you say, "Neighborhood home school," you're literally using the word, 'School,' to describe it. Either way, I'm fine with it. It's just home schooling in a cooperative way that would say some parents are better at teaching certain subjects than others. I'm not opposed to the idea.
