Help me to understand. If vance is VP at the time of certification and he's also the GOP nominee and potential President, does he get to certify his own electoral college votes?

The sitting VP gets the honor of certifying his Presidential electoral win, just like John Adams, Thomas Jefferson and GHWB did. The sitting VP gets the honor of presiding over his Presidential electoral loss, like Richard Nixon, Al Gore, and Kamala Harris. Hubert Humphrey (a pharmacist, BTW) didn't count his electoral college loss to Nixon. He sat it out. The count, held in a joint session of the 91st Congress, was led by Senate President Pro Tempore Richard B. Russell.

Perhaps, but waffling old uncle Joe waited too damn long to decide to drop out of the race; in all fairness to Ms. Harris she might have actually gotten more votes and perhaps even won had Biden not fiddle farted too long.

Then again she's Kamala Harris: although she was VP and had experience she's done little to distinguish herself or to warrant strong support.

You're forgetting Kamala is black. KJB can't define the term "woman", but still ended up on the SCOTUS because of her "blackness". Of course all the other Justices are now mocking her in their written opinions by the majority, but "gurl...she is getting paid?"

Harris won't have 95 million available this time she was entitled to last time. That's actually a big difference. She has to pull in all the donors from scratch.

It really depends who she is up against on the Democratic side as to whether she can pull the funding.

I fear the problem is that both she and Gavin are forever linked to California, the Land of Fruits and Nuts.

Sure, it worked for Reagan but he was a special case: many if not most Americans are more conservative than either of them, and in order to win they need to unify the fractured democratic party.
