A person, of foreign parents neither of whom have even touch US soil, born in US territorial waters or overflying US airspace, would be a US citizen. They are born in the US since they were born in sovereign territory of the US. That's my guess.

Not clicking that sketchy link, but I'm sure whatever crime or thing they did it is, has only ever been committed by birthright citizens, and never any other kind of citizens in history.
