Thus Hoover can only be blamed by resorting to dubious arguments like "you could argue" and "racially-coded slogan" in this article

If someone can argue that 60% were US citizens, surely a huge chunk were. We can blame Hoover for not stepping in and stopping this ... I'll concede that. But that would take a very progressive person for that time. He or she would not have been found in the Eugenics movement of the time that was thrilling all the intellectuals, to a degree not seen again until today's Climate Panickers.

You can certainly argue FDR was worse with the Japanese-American Internments.

For insight to understand the Hoover era, a good place would be to read Benjamin Freedman's speeches.

Try Yandex to go around the censorship.

Then locate Carroll Quigley's book, "Tragedy and Hope".

The basic differences are what is being censored and/or part of the "Communist" strategy.

Roosevelt got praise because he founded The New Deal where the Government helped out struggling people.

While working for a private mining company in China during the Boxer Rebellion, Hoover risked his life under fire to save innocent Chinese children caught in the crossfire.

'Hoover on Immigration'

'There is a widespread but unfounded myth that President Hoover ordered the deportation or “repatriation” of large numbers of Hispanics, primarily Mexicans, during his administration (1929-1933).'

'President Hoover’s only official action was to eliminate inward migration by reducing the number of visas to almost zero, on the grounds that most applicants would likely find no work and become public charges.'

His administration officially deported 54,000 to other countries. Many more than that left the country. Some voluntarily.

Unemployment at the time was 25%, and most American citizens believed that jobs and charity should be reserved for Americans.

LA County independently repatriated 6,000 Mexicans. Not by force. They were led to believe the County was going to remove them from the welfare rolls. Which it probably would have done.
