California has voted to require automakers to sell 35% of new cars as BEVs, Fuel Cell EVs. Up to 7% of sales can be plug in hybrids bu they must exceed 50 miles in elelctric mode, a range only a few ultra expensive models can do today.

Looking at Car Sales in California in 2021 which automakers will probably face financial penalties in 2026? Presumably the penalties will be fairly modest for the first few years to not drive automakers out of the state

what happens to CA residents who buy an ICE car in, say, Nevada, and take it to their residence I wonder? Can't register it? Go to jail?

will places selling cars explode in Reno? already have?

My personal feeling is Toyota & Lexus will have the most trouble complying with the CA guidelines. Toyota sold 1,358 fuel cell electric vehicles in the firs 6 months of this year, and to ratchet it up to ~140,000 zero emission vehicles in only four years seems impossible. In 2024 Toyota is going o offer non plug-in hybrid versions of the Tacoma and the 4Runner, so the will have a hybrid variant of every Toyota model (not of the Lexus models). I think they are going to sue.

The California Air Resources Board also set an interim goal to have 35% of new cars sold produce zero emissions by 2026, with a 68% goal for 2030. So there is nothing illegal about buying an ICE vehicle in California over the next decade or so,

The penalty will be levelled on the auto dealer. But it is not clear how much they can be held culpable. It is after all the buyer's option as to what vehicle he wants. In the case of Norway there are simply massive tax incentives to buy the EV, so that the buyer still has the option but in most cases he would be a fool to go with a pure gasoline or diesal vehicle. Even so, a percentage of buyers, ~8%, sill opt for pure gasoline or diesel engines.

Bottom line is 1 out of 3 vehicles sold in California is a Toyoa or a Honda , and neither auomaker currently sells a Batery EV. Toyota will introduce the bZ4X for 2023 and Honda the Prologue for 2024. The idea that they can be selling 35% of their vehicles as EVs by 2026 seems ludicrous.

Domestic gasoline brands, GM, Ford, and Stellantis have the advantage of the tax incentive. They currently sell 1 out of 4 vehicles in CA and should have less trouble selling 35% of heir models as EVs by 2026.

One more reason people are fleeing that hell hole of a state.
Not enough chargers now, but somehow they'll fix that problem by 2035?
Expected to have rolling brown outs in CA, but another 20% increase in grid demand will somehow be just fine.
What about low income apartment dwellers, you think their landlords are going to put in chargers for free.
Hell No, they'll just pass that cost along in the form of increased rent.
The wealthy will be fine if they want to stay in Commiefornia.
They'll add $30K-$50K solar systems to their homes and commercial properties.
Put in personal charging stations powered by the solar panels & charge their $60K EV's for free.
And supposedly the Dems are about helping out the little guy employee.
Can't wait until the $20/hour employee has to buy a $40K stripped down EV to get to work.
He'll spend a year's salary to buy transportation. But evidently that is living the dream, just ask RxEd.
These employees will be sleeping in the EV's just like RxEd sleeps in his economy trailer.
They certainly won't be able to afford rent and their EV vehicle payment. Just like RxEd can't afford a real home anymore.
Never should have sold that Florida residence RxEd. Rumor is you can buy it back for 50% more and a 5%+ mortgage.
