I've heard complaints that people are leaving California anyway. Well there's your solution for one state, it's handed to you on a platter, It was already happening.

I don’t think the subset that are watering largish lawns, benefit from golf courses or using large amounts for agriculture are the ones leaving for the most part. It’s largely the ones that are neither in that subset or largely benefit from public assistance.

Yes, the issue is water. More than fifty billion gallons of valuable US water used annually to irrigate foreign owned farmland that only serves China and other foreign nations. Draining our shrinking water resources and not contributing in any way to the US economy or the welfare of US citizens. What part of that do you not understand?
