As someone who has worked in software my whole career, I feel bad for those developers. At the same time, I don't feel bad at all. Test your shit, and also, do some UAT (user acceptance testing) with the olds. Any tiny hiccup would have thrown this whole thing off the rails given the demographic of caucus volunteers. I haven't seen any real technical details yet, but if it was really a load/scale issue with the number of users, you completely fail at life.

This isn't even a situation where you don't know how many users will be hitting your service...you know exactly how many people will be logging on since it's based on the number of precincts (okay maybe +/- 10%). So build your shit to handle twice that amount of traffic (not hard), and load test it a lot beforehand. Total fail.

I would add I’d have tested it in maybe 10% of precincts this time then fix the bugs for next time. I see it as yet another rush to tech for no good reason. Happens often. Old way worked fine. Tech was no improvement. Go back to proven.
