There are tax avoidance rules. The rules can get quite complex but if the IRA determines it is only to avoid taxes you would probably not save any taxes and probably face a fine. If you just pack up and really totally leave the US then nothing would happen but money earned in the US can still face some taxes in the US.

Let's say the Orange Man imposes his beloved 35% tariff on goods from Mexico, China, etc. Then a company, say Ford, founds Motores Ford de Mexico, S. de R.L. de C.V. in order to take advantage of lower labor costs and lower trade costs (no pesky tariffs there). Also to avoid retaliatory tariffs from much of the world.

So instead of making some cars here and some there and exporting all over the world, Ford US keeps some factories in the US to serve the US market, but moves all manufacturing for export operations to Mexico, China, Ireland, Africa (why not?), etc.
