Krauthammer is right. He's refering to the fact that Anthony Scaramucci called up a reporter at 10pm to accuse Oval Office colleague Steve Bannon of performing fellatio (I'm paraphrasing obviously; Scaramucci used more explicit words).

This Scaramucci guy was personally hand-picked by Donald Trump to represent the White House. The evangelical Christians who support Trump must be very proud.

Incompetent people tend not to hire competent underlings, largely in reflection of their own lack of competence. Narcissistic incompetent people deliberately do not hire competent underlings, because they'd then live in mortal fear of being shown up.
