Not sure I would call it genocide. The question is, when do we realize bombing does not work and what will work is going to be very unpalatable to much of the population? Area probably needs to be re-colonized for decades with a hard rule. Western folks just do not grasp how much these factions hate each other. Might need to hack up the borders. War is peace. In case anyone is not up to date, it was a couple who did this; per wikipedia, "Farook traveled to Saudi Arabia " ... what a red flag that is! It is really a problem. He met his wife, the other killer there, but the point is, these people go to these places and get radicalized.
