Close enough, besides things MrV mentions do qualify. We qualify dumb criminals as ones that get easily caught. Donald had way more advantages than either of those two, including all the knowledge of compiled experiences of other people and other nations political history, and more access to experts anywhere. Kamala Harris who is supposed to be really dumb trounced him at the debate. He didn't get out of trouble with anything clever, just convinced a lot of dumb people to believe in him and getting elected got him out.

Depends on what they did and how easy it was to catch them at it. It’s exactly the same way some criminals get labeled dumb. Trump hired lawyers to get anything at all cleared; he didn’t do anything clever. He did fool a bunch of boobs to vote for him. He makes blatant easy to see through lies all the time. Only dummies think that makes him smart.

He has way more advantages than either of the other two aforementioned Presidents. He has the knowledge of all kinds of people, and historical perspective at his fingertips and can examine cultures everywhere. And he started out wealthy able to go get any education he could qualify for.
