why was McCarthy unable to do this?

The approach is different with the laddered dates but the CR is basically the same--the maintained spending levels are what caused many Republicans to vote "No".

The same faction that ousted McCarthy is still in play and will go after Johnson at some point if they object to his leadership actions; unless the rule is changed he is just as easy to toss as McCarthy.

It makes little sense that we have 535 people elected to do a job that they have collectively failed at for years on end. Passing a budget is one of their most important jobs and the whole CR thing comes about because they fail year in and year out to do so.

Since they largely have no desire to go back home and work in their previous world, most of them are waiting for a bigger pay day from lobbying firms, TV gigs, or other new opportunities or they are enjoying the perks of an office where performance is largely not part of the evaluation of their work.

You can sum it up simply: We dislike lots of them, but we are tied to ours and don't want to fire that one.

Most of them need fired. It is not supposed to be a lifetime gig.

The "Goodwill" was not all that good...you can't fight the swamp without having someone to lead the fight. These idiots don't understand that defining the swamp and fighting it is not something easily done with a thin majority. They are working towards no majority, instead of a larger one, by being buffoons.

Go ahead, chumps, fire another Speaker. By January 2024, you'll be solidly in the minority.
