At the law school he graduated from at least he learned Spanish so he got something out of it. He had to learn Spanish it's the only language anybody spoke there.

It proves nothing, saying only that Az. allowed 50K or so people over time to register to vote without providing proof of citizenship.

This doesn't mean they aren't citizens: it only means they weren't asked to provide proof, for whatever reason.
