What this means, the stagnation, and why they're so worried, is the cheer leaders, like the Twinkletoes Twins, are buying like crazy, but there are just as many or more selling and getting out. This makes the heavy hitters very nervous when there's a big fall and then it just sits there at the new low forever. It doesn't usually mean something good is coming.
