GPS spoofing? for Navy mishaps?

Okay, I think its more boredom, laziness, distraction and poor supervision, but since GPS spoofing has been alleged, lets see if its reasonable.

Most devices do not test gps signals... they accept the strongest signal they receive so a spoofing transmitter would have to be powerful to spoof a drone but could be weak to spoof a ship if it were very nearby. A lone sailor on a merchant vessel? Would he know of nearby traffic and be off duty at the time? Would he have privacy to store equipment?

Just how powerful a battery would be needed to override the proper signals?

Is this an absurd notion?
